Is it because this rule was created to prevent teams using two NHL starters in the playoffs, and greiss is clearly not a starter?

It's a double relief not to go down because of in-week injuries nor win/lose because of a late CC decision (you did have 5 starts this week).
Injuries have been the story of this matchup on both sides, hoping for teams to be at full strength in a very possible remake next season.

I've entered the new playoffs matchups in fantrax. I'm not sure about the EC ones, but matchups are obvious as far as the Western C. goes

There's no reseeding, it's a defined bracket where the winners of the divisional round face-off in the conference semis:
Central: Minnesota vs. Nashville
Pacific: Los Angeles vs. Calgary
Atlantic: Toronto vs. Boston
Metropolitan: Montreal (WC) vs. N.Y. Islanders
Central: Minnesota vs. Nashville
Pacific: Los Angeles vs. Calgary
Atlantic: Toronto vs. Boston
Metropolitan: Montreal (WC) vs. N.Y. Islanders

Just a heads up, it's not necessary to put non-playoff teams in.
Stats still accumulate even though they have no matchup.
it's confusing as to who is actually still competing.

I think you screwed up setting things up too.
when i click on standings, and then playoffs, round 1 doesn't show up.
