Khudobin was an active NHL goalie. Darling was an active NHL goalie.
What differentiates them in that one can be dressed over another?
Let's take a larger look. Cam is better to Khudo as Bobrovsky is better to Darling. One can argue that the most recent Vezina winner is better than a guy with 10 career game under his belt.

Motive is irrelevant. I was in a position where I had easily met GP. If you want to change anything, change the minimum amount of GP needed.
There should be no reason why I cannot dress a compliant line up. Both were active NHL goaltenders at the time.

Well that is what you should be bringing forth to be voted/discussed on. If intentionally worsening your lineup should be permitted as long as GP is reached. A rule was put forth to discourage this. Next topic: when do people believe the official cutoff date for signing waiver draft eligible (europeans and college) players should be, an when after the waiver draft should the leftovers be available to be signed? What date should the waiver draft take place?

I understand what those dates signify, but is there an advantage to those dates, or could there be a better advantage to feb 1st, for example?
