it's been quite a while i think.
Dallas and Detroit made it in 2013-14 with losing records.

we don't have OT, so to compare you should count only NHL W-L in regulation

Well, then I'd have to find a site that shows overtime wins. Most places just mix the otw and w because they are were the same amount.
